One Nation One Subscription (ONOS)
The Government of India has announced the "One Nation One Subscription" initiative, a groundbreaking step toward democratizing access to knowledge and research resources. Its aim is to provide access to scholarly research content to HEIs in the country. ONOS intends to acquire national licenses for e-journal/database subscriptions from most of the prominent STEM and social sciences publishers and content providers by combining multiple institutional and consortia-based subscriptions. Concessions on Article Processing Charges (APCs) for open access publications is also envisioned as part of ONOS. With "One Nation One Subscription" India takes a significant leap toward achieving its vision of inclusive education and research, ensuring that every individual has the tools to learn, innovate, and excel. This initiative aligns with the NEP and underscores the commitment to creating an empowered and informed society. Implementation of ONOS, which is expected to benefit all academic and R & D institutions including universities, colleges, research organisations in the country, will be done in a phased manner.
Background
Currently, access to subscription journals is acquired through library consortia of government departments, academic and R&D institutions; and through individual subscriptions by various institutions. Government, academic and R&D institutions are subscribing to approx. 8000 e-journals from various publishers. Also there are resources that are subscribed by multiple consortia and institutions. ONOS facilitates centralised access to scholarly content of 30 publishers thus eliminating duplication in subscriptions.
Executing Agency
INFLIBNET Centre, Gandhinagar, an Autonomous IUC (Inter-University Centre) of UGC has been designated as the implementation and executing agency for ONOS by the Core Committee to oversee implementation of ONOS. INFLIBNET Centre is currently the executing agency for the largest library consortium in the country i.e. e-Shodh Sindhu (ESS) which is under the Ministry of Education.
Beneficiary Institutions
It is envisaged to expand access to e-resources to all 6500+ government academic and R&D institutions which is nearly three times of current beneficiaries across 10 consortia in the country. The number of beneficiary users will be increased from 56.7 Lakh to 177.82 Lakh from 2360 institutions to 6500+ institutions respectively.
No. of Publishers & Journals
30 publishers of full-text journals, which are subscribed by at least one of the 10 library consortia or self-subscribed by the current beneficiary institutes have been selected. It is envisaged to acquire licenses from journal publishers for the full collection of journals published by them. Hence the no. of journals is expected to increase to about 13,000 journals.
Access to Journals
INFLIBNET has been tasked with the implementation of ONOS. Access to the journals will be made available through the campus IP address of the institute or outside campus through INFED Access Federation set up at INFLIBNET. The resources can be accessed through any device including mobiles.
